H.R. 420 Bill Has Hilarious Name, But Could Bring Serious Change
Congress is considering a bill that could change the federal classification of cannabis. Despite the tongue-in-cheek name, H.R. 420 could completely remove cannabis from the Controlled Substance Act, according to Forbes.
The bill was introduced by Representative Earl Blumenauer (D-OR), a longtime pro-cannabis legislator. It's more commonly known as the “Regulate Marijuana Like Alcohol Act.”
This is the latest in a long string of attempts to reschedule cannabis at the federal level. Last year, Republican Representative Gaetz tried to change cannabis from a Schedule I to a Schedule III drug, with his H.R. 2020 bill. Today, Blumenaur's H.R. 420 aims not to reschedule cannabis, but to *deschedule* it entirely -- to completely remove it from the Controlled Substances Act.
The bill would eventually wipe it clean from the Controlled Substances Act.
"Congress cannot continue to be out of touch with a movement that a growing majority of Americans support," saidRep. Blumenauer, in a press release. “It’s time to end this senseless prohibition.”
Rep. Blumenauer has also released a step-by-step plan for complete federal cannabis legality by the end of 2019.
H.R. 420 even touches on the way to go about forming a Federal Marijuana Administration and dealing with business licenses and infrastructures.
The legislation Blumenauer is trying to put in place was put together from former Colorado representative Jared Polis (who is now the governor of Colorado). It dictates the transfer of cannabis enforcement authority from Drug Enforcement Administration to a new bureau. This renamed authority would be called the Bureau of Alcohol, Tobacco, Marijuana, Firearms and Explosives.
The Department of the Treasury would also be restructured. The Alcohol, Tobacco, and Marijuana Tax and Trade Bureau would have oversight authority, as well as the Food and Drug Administration. All cultivating, packaging, selling and importing of cannabis would require a federally-issued permit.
Despite this bill's funny name, it could bring serious change to the country. H.R. 420 is also generating significant buzz on the internet. Although the government is still currently shut down (thanks, Trump), there’s no telling what might happen with this bill when it eventually gets put up for the final vote.
